TPA stands for Third Party Administrator or Third Party Access. Some state tax agencies require that employers grant TPA to their payroll software. If you are located in one of the states listed in this article, it is crucial that you complete the TPA steps to ensure that payroll taxes can be successfully filed for your company.
California
The California Employment Development Department (EDD) requires TPA.
In order for Check Technologies (Playground's payroll partner) to achieve Third Party Administrator Access it is necessary for the client to provide one of the following items.
Total Subject Wage Reported - from one of the last three Quarterly Contribution Return and Report of Wages (DE 9C) filed.
Reserve Account Balance - from the most recent Notice of Contribution Rates and Statement of UI Reserve Account (DE 2088).
Payment Amount - one of the last five payment amounts received by the EDD
New Employer - This is a brand new registration and none of the above items are applicable.
Colorado
The Colorado Department of Revenue requires TPA.
In order for Check Technologies (Playground's payroll partner) to achieve Third Party Administrator Access it is necessary for the client to complete the following steps.
Log in to your account at Colorado.gov/RevenueOnline.
Click on "Manage My Profile" at the top of the screen.
Click on "More…"
Then click "Grant Third Party Access" in the "Access" box.
Click "Next" on the bottom right of the screen.
Enter the requested information on the "New Third Party Access" screen and click "Submit."
You will need the following information:
Check's login = Checkhq
Access level = ALL ACCESS
Access start date = beginning of the first quarter you are running payroll with Check (ex. Q1 2021 = 1/1/2021).
Verify third party access was granted:
Account Owner/Taxpayer
The third party account will fill in on the "Manage Third Party Access" page. You can see this by clicking on "Manage My Profile."
Then click "More…"
Selecting "Manage Third Party Access" in the "Access" box.
Hawaii
The Hawaii Department of Labor and Industrial Relations requires TPA.
In order for Check Technologies (Playground's Payroll Partner) to achieve Third Party Administrator Access it is necessary for the client to complete the following actions.
From your homepage at Hawaii - Unemployment Insurance, click Employer Services on the right panel.
Log in to your account.
Click on User Management to see options.
You will see a request from Check with a Service Company role.
Under Actions on the rightmost column, click Approve.
Iowa
The Iowa Workforce Development requires TPA.
In order for Check Technologies (Playground's payroll partner) to achieve Third Party Administrator Access it is necessary for the client to complete the following actions.
Log in to myIowaUI
Click Assign Agent in the left sidebar.
When prompted to enter an Agent ID enter Check Technologies Agent Number: R2579839
Under the Assign UI account roles, select Manage Payments, Submit/change Wage Detail, and View Transaction History.
Indiana
Indiana Uplink Employer Self Services requires TPA.
In order for Check Technologies (Playground's payroll partner) to achieve Third Party Administrator Access it is necessary for the client to complete the following actions.
Log in to ESS
Click User Maintenance > User Information in the left sidebar.
Click to expand External Account Authorizations (Agent)
Click Add Agent
Leave the Agent Business Name blank. Enter the Agent ID: 120389
Click Next on the agent line
Under the Authorization level select Wage Records.
Select the important information checkbox and then Next
Massachusetts
The Massachusetts Department of Unemployment Assistance requires TPA.
Follow the instructions for authorizing a third party administrator by visiting published Massachusetts Department of Unemployment Assistance web page.
You will need Check Technologies’ Third Party Administrator ID.

Assign the following roles: Account Maintenance View Only, Payments Update and Submit, and Employment Wage Detail Update and Submit
Minnesota
The Minnesota Employment and Economic Development (MNDEED) requires TPA.
Follow the instructions at this link published and maintained by the Minnesota Unemployment Insurance Program.
You will need Check Technologies’ Third Party Administrator ID.

Assign the following roles: Account Maintenance View Only, Tax Payment Update and Submit, and Wage Detail Update and Submit
New Mexico
The New Mexico Department of Workforce Solutions requires TPA.
Follow the instructions in the Assign a Third Party Administer Guide published and maintained by the New Mexico Department of Workforce Solutions.
You will need Check Technologies’ Third Party Administrator ID.

North Dakota
The North Dakota Taxpayer Access Point (TAP) requires TPA.
In order for Check Technologies (Playground's payroll partner) to achieve Third Party Administrator Access it is necessary for the client to provide the following item.

Approve the requested access in TAP
Pennsylvania
The Pennsylvania Office of Unemployment Compensation requires TPA.
In order for Check Technologies (Playground's Payroll Partner) to achieve Third Party Administrator Access it is necessary for the client to complete the following actions.
Log in to UCMS
Click Employer Profile in the left sidebar.
Click on Manage Representative from the drop down menu.
Select the Add New Representative link
The following will need to be completed three times.
Add Check’s 10-digit ‘Representative Identifier’ (9318336670), today's date, and select Contribution Rate Information, then click Submit.
Add Check’s 10-digit ‘Representative Identifier’ (9318336670), today's date, and select Delinquencies and Account Discrepancies then click Submit.
Add Check’s 10-digit ‘Representative Identifier’ (9318336670), today's date, and select Filing Quarterly Reports and Adjustments, then click Submit.
Philadelphia, Pennsylvania
The Philadelphia Tax Center requires TPA.
In order for Check Technologies (Playground's payroll partner) to achieve Third Party Administrator Access, Check will request access directly via the Philadelphia Tax Center. The client will receive a physical letter, and will need to share the Letter ID back with [email protected].
Texas
The Texas Workforce Commission requires TPA.
In order for Check Technologies (Playground's payroll partner) to achieve Third Party Administrator Access it is necessary for the client to complete the following steps.
Login to your TWC online services account.
Click on “User Admin”, to the right of the “My Home” tab.
Select “Applicant List” under the “Quick Links” table. You should see “Kohl, James; Check Technologies”.
Under the “Action” header, click on “Review”. If you don’t see “Kohl, James”, it is because Check Technologies hasn’t requested access due to online account limitations. Please verify you have set up an administrator for your TWC account.
On the “Review Applicant” page, click on the “Approve” button.
On the “User Permissions” page, click the checkbox for the following permissions:
Manage Wage Reports
Make Payment
View Payment
Click “Submit”
